Could it be Y 469 on the Tourist Tram Service, which operated from 16 Sept
1927 till 26 June 1928, then again from 17 September 1928 till 28 June 1929.

Do we know the route of the Tourist Tram? City to St Kilda Beach via
Swanston St & St Kilda Rd would seem likely.
